The administration and staff of the Boarding House will make every effort to ensure that your stay here is pleasant and comfortable, and the time spent in our Boarding House leaves only positive impressions in your memory. In order to avoid difficulties when using the services, we suggest that you familiarize yourself with the Rules for accommodation and provision of services at the Zvezdny Boarding House in Kislovodsk (hereinafter referred to as the Rules).
1. General Provisions 1.1. These Rules establish the procedure for staying on the territory of the Zvezdny Boarding House in Kislovodsk (hereinafter referred to as the Boarding House), regulate relations for the provision of accommodation, meals and additional services to vacationers (hereinafter referred to as the Guests). 1.2. These Rules are developed in accordance with the current legislation of the Russian Federation and are binding on all Guests staying on the territory of the Boarding House. 1.3. The Guest House provides the following services: - accommodation; - nutrition; - organization of leisure; - additional services for an additional fee, carried out by the Guest at the cash desk of the Boarding House. 1.4. The boarding house works around the clock throughout the year. 1.5. The boarding house is located at: 357700, Russian Federation, Stavropol Territory, Kislovodsk, st. Uritsky, 4. 1.6. Boarding house phone: +7(87937)6-64-83, +7-928-633-98-96 2. Booking conditions 2.1 The boarding house makes a 24-hour room reservation. Booking requests are accepted from legal entities and individuals in writing via postal, electronic or facsimile communication, as well as by direct contact with the reservation service (tel. +7(87937)6-64-83, +7-928-633- 98-96); e-mail: firstname.lastname@example.org or through the Boarding House website: www.zzpan.ru When booking through the website, you must provide a phone number and email address. If the Guest's phone does not work or is temporarily out of reach, the Reservation Department specialist of the Boarding House sends a confirmation to the Guest's e-mail. These forms of information transfer are also used to make changes and additions to an already confirmed application. Changes are considered confirmed after the Guest receives a written confirmation from an employee of the Reservation Department of the Boarding House. The boarding house may refuse a request to make changes to the application if they are not possible. 2.2. When booking and placing the Guest chooses the category of the room, and the right to provide a specific room belonging to this category remains with the Boarding House. 2.3 Information required for booking: For bookings by individuals: • last name, first name, patronymic of the guest(s); • date and time of arrival and departure; • category and number of rooms; • form of payment (credit card, cash); • contact details (telephone, e-mail address). In the event of a subsequent change in the booking request, the Guest provides the Boarding House with information no later than seven days before the planned arrival. For booking by legal entities: An application for booking rooms in the Boarding House is accepted on the letterhead of the organization with the obligatory indication of the details (full name of the organization, legal and postal addresses, TIN, KPP, current account) signed by the head or other authorized representative of the organization. The application must indicate: • last name, first name, patronymic of the guest(s); • date and exact time of arrival and departure; • category and number of rooms; • form of payment (by bank transfer, credit card, cash); • contact person (telephone, fax, e-mail address). In the event of a subsequent change in the reservation request, the Client (individual / legal entity) provides the Boarding House with information no later than seven days before the planned arrival. 2.4. In case of no arrival, refusal of the Guest from services or untimely cancellation of the reservation (less than seven days in advance), the Boarding House has the right to withhold from the Guest a sum of money in the amount of the cost of one day, depending on the room(s) booked, and recover the actually incurred documented expenses. In case of non-cash payment, payment must be received on the settlement account of the Boarding House no later than seven days before the date of arrival. If payment in a non-cash form is not made, subject to availability, it is possible to pay in cash upon arrival. Otherwise, the Boarding House reserves the right to cancel the booking. If canceled more than seven days in advance, no penalty will apply. 2.5. Booking status: • the application is considered unconfirmed after sending a written or oral notification from the employees of the Reservation Department of the Boarding House indicating the reason for the refusal. • the application is considered unconfirmed if the Guest has not received written or oral confirmation from the employees of the sale (booking) service of the Boarding House within 24 hours from the date of receipt of the application. • the application is considered confirmed after receiving a written confirmation from the employees of the Reservation Department of the Boarding House indicating the number of the reservation or invoicing. Confirmed applications have 2 statuses: Guaranteed booking - the application receives such a status if the Services are paid in advance. With guaranteed booking, 100% prepayment of the cost of Services for the selected room category for the entire period, but no later than seven days before the date of arrival, or prepayment for the first day of the selected room category with subsequent payment of the remaining part of the cost of services upon arrival at the Boarding House. With a guaranteed booking, the room will be reserved for 1 day (until 10.00 am the next day after the day of arrival specified in the booking). In case of saving the reservation and non-arrival of the guest, the boarding house is guided by clause 2.4 of these Rules. Non-guaranteed booking - the application receives such a status if the Services are paid on the day of arrival. If the guest does not check in, the reservation will be canceled automatically without notifying him. 2.6. In case of late arrival without good reason, the cost of food and accommodation is not compensated, the Guest's stay in the Boarding House is not extended. 2.7. Cancellation of the reservation occurs only at the initiative of the individual or legal entity that made the reservation. To cancel your reservation, you must contact the reservation service by phone (+7(87937)6-64-83, +7-928-633-98-96;) or e-mail: email@example.com no later than seven days before the date of the expected arrival, unless other terms are established by the agreement concluded between the Guest and the Boarding House or the Boarding House and a legal entity. Cancellation of the reservation is carried out according to the status of the application: • in case of non-guaranteed booking, the cancellation of the reservation is made by the Boarding House at 24:00 of the current day without prior notice to the Guest (s), if the Guest (s) has not registered (s) in the Boarding House before this time. Restoration of the canceled reservation and check-in of the Guest later than the hour of cancellation is possible subject to availability and upon payment by the Guest for downtime (in the amount equal to the cost of one day according to the rate approved by the Boarding House). • in case of guaranteed booking, cancellation of the booking occurs only at the initiative of the individual or legal entity that made the booking. To do this, you must contact the Reservation Department of the Boarding House no later than two days before the date of arrival (unless a different period is established by the contract or), with a written request to cancel the reservation indicating the reservation number. The reservation is considered canceled after receiving a written confirmation of cancellation from the employees of the Reservation Department of the Boarding House. 2.8. Refunds for canceled bookings: If the application is canceled (changed) in accordance with these Rules more than seven days before arrival, penalties are not applied. In this case, the Guest or the legal entity, no later than 10 days from the date of receipt of the notice of cancellation, shall be refunded the amount of money paid by them, minus the costs of the Boarding House, documented. If the application is canceled (changed) less than seven days before arrival, the refund is made to the Guest or a legal entity, no later than 10 days from the date of receipt of the notice of cancellation, minus the costs of the Boarding House, documented and penalties specified in clause 2.4 -2.7 of these Rules, or a penalty for canceling a reservation established by an agreement concluded between the Guest and the Boarding House or the Boarding House and a legal entity. 3. Arrival and departure of Guests 3.1 Working hours of the boarding house - around the clock. 3.2 Check-in and check-out times in local time: - Check-in from 12:00 pm; - Departure until 10:00 am the next day. 3.3 The room stock of the Boarding House is intended for temporary residence for a period booked and paid by the Guest. At the end of the agreed period, the Guest must vacate the occupied room. If you wish to extend the period of stay, the Guest must inform the reception and accommodation service of the Boarding House about this no later than 1 day before the end of the check-in period. Extension of the period of stay in the occupied room is possible only if there is no confirmed reservation for this room in favor of third parties, or if there is a free room of a similar or other category. 3.4. The basis for accommodation and residence in the Boarding House is the Agreement concluded between the Guest and the Boarding House or the Boarding House and a legal entity for the provision of services, and the voucher issued to the Guest. The entrance to the territory of the boarding house is carried out through the checkpoints of the Sanatorium "Valley of Narzanov". At the entrance, the Guest must present: - an identity card or a document equated to it; - Guest Registration Card/Guest Card. 3.5. The execution of the contract, other necessary documents and payment for services by the Guest is made on the 1st floor of the boarding house building at the reception desk. 3.6. The Agreement for the provision of Services is concluded upon presentation by the Guest of the following documents: - for citizens n of the Russian Federation: - passport of a citizen of the Russian Federation, military ID, - birth certificates - for persons under 14 years of age, - booking confirmation (exchange voucher / voucher / power of attorney from the legal entity that paid for the Services), - other documents drawn up in accordance with the established procedure and confirming the identity of the Guest. - for foreign citizens: - foreign passport, - visas, - a migration card with a mark of an official of the border services on the entry of a foreign Guest, - other documents provided for by Art. 10 of the Federal Law No. 115 of July 25, 2002 "On the legal status of foreign citizens in the Russian Federation". 3.7. Persons under the age of 18 are not allowed to stay in the Boarding House, unless accompanied by legal representatives. 3.8. Children - persons under 14 years old who arrived at the Boarding House must have with them: - a certificate of sanitary and epidemiological environment (about the absence of contacts with infectious patients), - compulsory medical insurance policy, - analysis for enterobiasis, - the conclusion of a dermatologist about the absence of skin diseases, -Information about vaccinations. 3.9. The Guest, upon entering the Boarding House, gives written consent to the processing of his personal data. The Guest's personal data is used only for processing documents for the accommodation and provision of Services by the Boarding House and is not subject to transfer to third parties, except as provided by applicable law. 3.10. If the Guest, who paid for the Services, arrived at the Boarding House before the check-in date, then an hourly payment is charged from him, according to the approved price list. The issue of accommodation of the Guest who arrived earlier than the check-in time is decided by the Boarding House unilaterally, subject to the availability of rooms. 3.11. In case of untimely departure of the Guest (later than the deadline), the Guest will be charged: · up to 6 (six) hours from the time of departure - hourly payment. · more than 6 (six) hours from the time of departure - payment for a full day at the rate; · When the room is occupied for more than 24 (twenty-four) hours from the time of departure - for each subsequent day. 3.12. The presence of unauthorized persons in the room at the request of the Guest is possible only with prior notification of the Boarding House (Reception and Accommodation Service). It is allowed for unauthorized persons to stay in the room for no more than 2 hours from 08:00 to 23:00, for this, an unauthorized person in the presence of the Guest must provide the administrator at the reception desk with their passport and receive a guest card. In case of a visitor's delay in the Guest's room for more than 2 hours, he must be issued, and payment must be made for him, according to the tariff approved in the Boarding House. 3.13. After registration, in accordance with the procedure established in the Boarding House, the Guest is placed in the room of the paid category. 3.14. When placing the Guest is obliged to inspect the room and inform the employee of the Reception and Accommodation Service of the Boarding House about the detected breakdowns and shortcomings within 1 hour from the moment of check-in. After this time, the number is considered accepted by the Guest. 3.15. Room replacement is allowed subject to availability of rooms with the consent of the Boarding House (Reception and Accommodation Service). When replacing a room at the initiative of the Guest with a room of a higher category, the guest is obliged to make an additional payment on the day of replacement in accordance with the tariff approved by the Boarding House. 3.16 The voucher cannot be divided (including for family members) or transferred to another person. 3.17. Accommodation of the Guest is made strictly according to the dates specified in the ticket (exchange ticket) or in the booking confirmation. 3.18. Refund in case of early departure of the Guest: - without valid reasons, unused days are not compensated; - for valid reasons, documented (hospitalization of his family members, death of close relatives, acute illness or exacerbation of a chronic disease of the Guest, which required treatment in specialized clinics, and other cases recognized by the Boarding House as valid), the cost of the Services is returned in full in the following order: - in case of purchasing services directly at the Boarding House after providing supporting documents: * in cash - on the day of departure; * in case of non-cash payment, the remaining amount is transferred to the Guest's current account within 5 working days - in the case when the Guest purchased services through third-party organizations (travel agency / tour operator), the return is carried out in accordance with the clauses of the Agreement between the Guest and the third-party organization (travel agency / tour operator). 3.19. Absence, postponement of air / rail / bus flights or delay in the departure of vehicles is not a valid reason for late arrival or early departure. Under such circumstances, the Guest has the right to make a claim for reimbursement of unforeseen costs to carriers. 3.20. After the expiration of the voucher or early departure, the Guest is obliged to hand over the room and the key (electronic key) to the room to the employee of the Reception and Accommodation Service of the Boarding House. In case of early departure from the boarding house, the Guest must inform the administrator on duty about the time of departure, at least one hour in advance before departure. The guest is obliged to pay in full for the received paid services that are not included in the cost of the tour. 3.21. In case of damage to the property of the Boarding House, the Guest, upon departure, is obliged to reimburse the cost of the lost and / or damaged property according to the cost approved by the Boarding House. 3.22. To store money and valuables, the Guest can use: - individual safe in the room (if available); - deposit boxes, which are located in the Accommodation Service of the Boarding House (reception and accommodation desk). 3.23. For accommodation of children under 2 years old, without providing a separate place, payment is not charged. 3.24. The boarding house, subject to availability, can offer an extra bed for an additional fee, in accordance with the current tariff. 4. Accommodation and stay of Guests on the territory of the Zvezdny Boarding House Kislovodsk 4.1. Guests are required to: - comply with these Rules, Fire Safety Rules and other rules established by the Boarding House and regulatory legal acts of the Russian Federation; - take care of the property and equipment of the boarding house; - compensate for the damage in case of loss, damage or damage to the property of the Boarding House, incl. and when smoking in the room, in the manner prescribed by the current legislation of the Russian Federation on the basis of the act and calculation of the Boarding House; - keep cleanliness and order; - obey the legal requirements of the boarding house employees; - comply with the requirements for the sanitary condition of the room and floors; - respect human dignity, personal and property integrity of the boarding house employees and other Guests; - when leaving the room, close the taps, windows, turn off the lights, TV, close the room; - timely and in full pay for all additional services provided by the Boarding House; - upon expiration of the paid period of placement - to vacate the occupied room; - be responsible for their minor children and children accompanied in the prescribed manner, as well as for strangers invited to their room. 4.2. Guests are prohibited from: - smoke in any premises and on the territory of the Boarding House, as provided for by Article 12 of the Federal Law No. 15 of February 23, 2013 "On protecting the health of citizens from the effects of second hand tobacco smoke and the consequences of tobacco consumption"; - leave unauthorized persons in the room in their absence, as well as give them the Guest card and the key (electronic key) to the room; - live in a room with pets; - perform actions that violate the regime of the boarding house employees, the peace of the Guests living in other rooms; - store explosive, toxic and flammable materials, weapons, chemical and radioactive substances, mercury. - openly carry any types of civilian, service, military weapons, including in the performance of their official duties, as well as special equipment. - be in a state of alcoholic and narcotic intoxication, store and use narcotic and psychotropic drugs. - drink alcoholic beverages; - consume food in the public premises of the boarding house; - use open fire and explosive and flammable means, heating devices, with the exception of devices installed in the room; - rearrange and move furniture without the consent of the boarding house; - turn on the TV with audibility outside the room; - throw garbage out of windows and balconies; - arbitrarily move from one room to another; - posting various kinds of printed materials and laying out promotional materials; - break the silence from 23:00 to 07:00 and from 14:00 to 16:00; - to visit public places in bathing suits; - to ride roller skates, skateboards, scooters, bicycles, etc. in the building and / or on the territory of the Boarding House (the Boarding House is not responsible in case of injury); - perform other actions that may harm the property of the Boarding House and / or vacationers, as well as the Boarding House employees; - use obscene words and expressions; - turn on audio systems, interfering with the rest of others; - listen to musical works with the presence of vulgar and obscene words in the lyrics. 4.2.1. In the event of damage to the property of the Boarding House (including caused by smoking), the Guest, upon departure, is obliged to reimburse the cost of the lost and / or damaged property in accordance with the act and calculation provided by the Boarding House. 5. Responsibilities of the boarding house 5.1. The boarding house undertakes to provide the declared quality of services, including additional services. 5.2. The boarding house ensures the safety of the guests. 5.3 Provide full information about the services provided by the Boarding House, the form and procedure for their payment, place information in the room in the "Guest Information Folder", or at the reception and registration desk of the Boarding House. 5.4. Immediately consider the legitimate claims and complaints of the Guests. 6. Termination of the stay of the Guests in the Boarding House. Denial of placement 6.1. At the end of the voucher period (come date of departure from the boarding house) the Guest is obliged to vacate the room and hand it over to the Accommodation (Booking) Service together with the key (electronic key). 6.2. If the Guest violates these Rules or the rules of fire safety, electrical safety, sanitation, which leads to material losses or creates inconvenience for the employees of the Boarding House accommodation of other Guests, commits administrative offenses infringing on public order and security provided for by the Code of Administrative Offenses of the Russian Federation, the Boarding House has the right on the basis of an act or protocol of law enforcement agencies and the Ministry of Emergency Situations, terminate the contract with the Guest ahead of schedule without compensation for the cost of unused days, carry out eviction and recover from him the material damage caused according to the calculation drawn up by the Boarding House, incl. through the court, including moral damage caused to the reputation of the Boarding House. 6.3. The boarding house has the right to refuse to accommodate the Guest or to evict the Guest in cases where: - the Guest does not have identification documents, the documents are invalid or expired, there are suspicions that the documents are fake; - there is no payment in the prescribed manner and in the required amount; - The guest does not consent to the processing of his personal data. 7. Children stay 7.1. Children under 2 years old are admitted to the boarding house without extra bed free of charge. Minor children aged 2 and over are admitted to the boarding house in the manner prescribed by these Rules. 7.2. Guests arriving at the Boarding House with minor children are required to accompany the children for meals and other services. Children are not allowed on the territory of the boarding house without adult accompaniment. 7.3. Guests are obliged to monitor the behavior of their minor children in the premises and territory of the Boarding House. 7.4. Guests are responsible for damage caused to the property of the Boarding House (or) to citizens by their children. 8. Nutrition 8.1. Three meals a day are provided according to the menu. 8.2. It is forbidden to visit the Dining Hall in outerwear, pajamas, bathrobes, swimsuits, without changeable shoes (in winter, spring, autumn seasons). 8.3. It is forbidden to take dishes, cutlery, food and ready meals out of the Dining Hall. 8.4. In case of illness of the Guest, ready-made meals are served in the room. 8.5. In order to avoid food shipments, it is forbidden to bring food and alcoholic beverages into the territory of the Boarding House. 8.6. The cost of missed meals (breakfast, lunch or dinner) is not compensated. 8.7. Feedback on catering can be written in the book of reviews and suggestions, which is located at the reception desk of the administrator, as well as in the feedback form, located in the room. 8.8. Dry rations are provided upon departure for excursion service. 9. Other terms 9.1. If a foreign citizen arrives at the Boarding House, in accordance with the current legislation of the Russian Federation, the Boarding House, within 1 working day following the day of his arrival, notifies the territorial body of the Federal Migration Service of the foreign citizen's arrival at the place of stay. 9.2. The boarding house is not responsible for material and moral damage caused to the Guest for reasons beyond the control of the boarding house, or because of the subjective opinion of the Guest. 9.3. The boarding house is responsible for the loss of money, other currency values, securities and other valuable things of the Guest, provided that they were accepted by the boarding house for storage in a deposit box at the reception desk. 9.4. The boarding house is not responsible for valuables that are not deposited in a safe deposit box located in the Reception and Accommodation Service. The guest, who discovered the loss, shortage or damage of his belongings, immediately reports this to the Reception and Accommodation Service of the Boarding House. In case of discovery of forgotten things, the boarding house immediately notifies their owner or takes measures to search for him through the territorial bodies of the Ministry of Internal Affairs of the Russian Federation. The boarding house keeps the thing forgotten by the guest in the boarding house for 6 months. Valuables, large sums of money are subject to storage for up to 1 year (according to the "Regulations on the chamber of forgotten and found things"). 9.5. In the case of sending Guests to the Boarding House by a legal entity, the legal entity is directly responsible for the accuracy of information related to the services, and it is also responsible for the timely execution of accompanying documents (documents confirming the fact of payment for the voucher, power of attorney, etc.). 9.6. In case of detection of shortcomings in the provision of services while the Guest is in the Boarding House, the Guest notifies the employees of the Reception and Accommodation Desk, the Boarding House management (director or his deputy). 9.7. In the boarding house for adult guests, access to the Internet is organized via Wi-Fi. Guests receive a login and password to enter the "Internet" upon arrival from the administrator and undertake not to transfer the received login and password to third parties, including le minors. In accordance with Federal Law No. 436-FZ of December 29, 2010 "On the Protection of Children from Information Harmful to Health and Development", parents of minors undertake to control and prevent their children from accessing the Internet without parental supervision. 9.8. The boarding house is not responsible for the complete or partial failure to fulfill its obligations to the Guest in the event of force majeure circumstances (force majeure) confirmed by the competent authority. Force majeure circumstances are understood as such events as: flood, fire, earthquake and other natural disasters, war, blockade, hostilities, civil unrest, sabotage, as well as other circumstances exclusively in accordance with paragraph 3 of article 401 of the Civil Code of the Russian Federation. 9.9. If, after the Guest has vacated the room, forgotten things are found in it, the Boarding House creates a commission and draws up an inventory of the property located in the room of the departed Guest. Material assets in the form of cash, precious metals, valuable documents are placed by the boarding house for free storage in a safe box located in the Reception and Accommodation Service, the rest of the things are placed in the chamber of forgotten and found things of the room fund service. 9.10. The procedure and rules for storing and receiving property from the chamber of forgotten and found things are approved by the director of the boarding house and are located in the Room Fund Service. 9.11. The territory and the building of the boarding house, all entrances to it, internal stairs, halls, corridors are controlled by a video surveillance system. All information is recorded, recorded on digital media and stored. Video surveillance is carried out for the safety of the Guests, their property and the property of the Boarding House. 9.12. In case of complaints from the Guest, the Administration takes all possible measures to resolve the conflict. 9.13. The book of reviews and suggestions is located in the Guest Reception and Accommodation Service and is issued at the first request of the Guest (except for persons who are in a state of intoxication). 9.14. In cases not provided for by these Rules, the Boarding House and the Guest are guided by the current legislation of the Russian Federation.
